§ 30-837. Certificate required before doing business.
It shall be unlawful for any person to maintain, conduct or operate any laundry or clothes cleaning establishment within the city without first having obtained a certificate, signed by the proper officer of the department of health, that:
(1)
The premises so to be used are sufficiently drained;
(2)
The lot is filled to proper grade; and
(3)
All proper sanitary arrangements required by the department of health for carrying on such business without injury to the sanitary condition of the neighborhood and all the provisions, regulations and orders of the department pertaining thereto have been complied with.
