§ 22-50. Expenditures from revolving fund.
Expenditures from the revolving fund of the aviation board, established by section 22-47, shall be made by the department of finance upon submission by properly designated officers of the board of evidence that the articles or services for which payment is requested have been procured, received or rendered in accordance with law and that payment therefor is due, in accordance with the budget of revenues and expenditures provided for in section 22-49; provided, however, that in cases of emergency the chairman or vice-chairman of the board is hereby authorized to make changes in budgeted expenditures and requisition the department of finance accordingly, on condition that the budget of revenues and expenditures shall be amended promptly thereafter by the board as provided in section 22-49.
