§ 158-233. Suspension of rules.

In its sound discretion, the council may suspend the operation of any provision of this article or modify them instanter, or may authorize temporary rates and/or changes in service or, to the extent authorized by law, or after such proceedings and upon such conditions as it finds to be just and practicable, provided that any such suspension or modification or rate or service authorization shall be consistent with the provisions of the home rule charter of the city.
