§ 106-133. Rules and regulations.

  • The department of recreation may establish such divisions or bureaus and make such rules and regulations as may be necessary for the effective and economical administration of the department. The director of the department of recreation shall draw up rules and regulations governing the use and enjoyment of the facilities under the jurisdiction of the department and provide penalties for their violation. These rules and regulations shall be promptly presented to the council for approval and, if adopted by the council, they shall have the force of law and shall be binding on all concerned.
