§ 34-7. Commercial nature prohibited.

  • (a)

    No parade shall be of a commercial nature or convey or contain a commercial message, corporate or commercial sign, logo or symbol, or commercial signs, identifications or decorations except as expressly provided for herein.

    (b)

    No advertising of any kind shall be displayed or used in any parade.

    (c)

    Notwithstanding any other provisions of this chapter, only the following vehicles may contain commercial signs or messages, only as expressly provided by this section:

    (1)

    Property trucks, truck tractors and float tractors may identify the designer and/or builder of the floats in a parade;

    (2)

    Convertible automobiles used to carry designated krewe officials, grand marshal, guest celebrities, maids, dukes or lieutenants may identify such persons as well as both the manufacturer of the vehicles and the donor furnishing the vehicles, provided the donor is a private individual or an entity whose principal business is the manufacture or retail sale of automobiles;

    (3)

    News media vehicles which are actively transmitting parade progress reports to the general public during the pendency of a parade may identify their radio or television affiliation;

    (4)

    Horse or mule drawn vehicles which have paraded in carnival parades prior to 1984 may identify only the owner or operator of such vehicles; for such vehicles, the provisions of paragraphs (a) and (b) of this section shall otherwise apply.

    (d)

    No participants in any parade shall display in any manner in such parade any endorsement of candidates for elective public office, nor any endorsement of any issues to be voted on in an election. However, nothing contained in this provision shall be construed to prohibit the humorous caricature of current social events and issues.

    (e)

    No organization or person staging a parade shall prior thereto advertise in a public manner for members for such parade and anyone doing so may have the permit for such parade revoked by action of the city council in accordance with this chapter. The use of the United States mails is specifically exempted from this provision.
