§ 158-782. City council determination.

The city council shall determine which combinations of resource options passing the screening test best serve the public interest considering economics, safety, reliability, flexibility, risk, equity among ratepayers and classes, customer bills, externalities and other factors as may be determined appropriate by the city council.
