§ 154-1473. Required equipment.
(a)
Rear view mirrors. All vehicles covered under this section shall be equipped with at least one mirror mounted on the vehicle in such a position so as to enable the operator to clearly view the roadway for a distance of 200 feet to the rear of his vehicle.
(b)
Speedometer. All motorcycles and motor-driven cycles covered under this section shall be equipped with a properly operating speedometer.
(c)
Headgear. No person shall operate or ride upon any motorcycle or any motor-driven cycle unless such person is equipped with and wearing on the head a safety helmet of the type and design manufactured for use by the operators of such vehicles, which shall be properly secured with a chin strap while the vehicle is in motion. All safety helmets shall consist of lining, padding and chin strap.
(d)
Handlebars. Handlebars on motorcycles and motor-driven cycles shall not exceed 12 inches in height, measured from the upper front fork plate, and under no conditions shall the highest point exceed 15 inches above the horizontal plane at the seat of such vehicle.
(e)
Brakes. All motorcycles and motor-driven cycles shall be equipped with brakes adequate to control the movement of same to stop and hold such vehicle, including two separate means of applying the brakes, one means shall be effective to apply the brakes to the front wheel and one means shall be effective to apply the brakes to the rear wheels.
