Any person intending or desiring to construct and operate for public amusement any
device, contrivance or structure of any kind or nature whatsoever, such as a loop-the-loop,
chute-the-chute, scenic railway or roller coaster in any park, vacant lot, building
or other place of public resort in the city shall, before attempting to construct
such, submit the plans to the department of safety and permits and obtain from it
a certificate that the proposed device, contrivance or structure is safe and free
from any elements of danger to persons who may use or come in contact therewith.
