§ 7-101. The Improvements of Streets.

(1)

The Council shall, by ordinance, provide for the paving and improvement of streets.

(2)

The Department of Public Works shall submit to the Council for its approval the plans and specifications for the improvement of any street, provided that such plans shall not conflict with the Master Plan previously adopted by the City Planning Commission. Upon approval of plans and specifications by the Council, the Department of Finance shall advertise for bids for such work unless it is to be performed by the Department of Public Works or unless such work is part of a program undertaken in cooperation with any other governmental agency.
