When under this Charter the approval of the Commission is required of any proposal,
the approval shall be by the affirmative vote of a majority of the members of the
Commission. Should the Commission fail to act within ninety (90) days of the submission
of the proposal to the Director of the Commission, its approval shall be presumed
unless the person, governing authority, office, department, board or commission submitting
the proposal shall agree to a longer period of time for consideration by the Commission.
In the case of amendments to the zoning ordinance, the Commission shall report its
findings within a reasonable period of time, to be fixed by ordinance, without a presumptive
approval being granted.
