§ 4-208. The Chief Administrative Officer.

    The position of Chief Administrative Officer shall be in the Office of the Mayor, but the employees of the Administrative Office shall be in the classified service except as provided by applicable civil service law. The Chief Administrative Officer shall be the Mayor's principal assistant and the budget officer of the City and shall be appointed solely on the basis of ability to perform the duties and functions of the office. The salary of the Chief Administrative Officer shall be provided for in the pay plan submitted by the Mayor to the Council.

    Should the Mayor fail to appoint a Chief Administrative Officer within sixty days of the occurrence of any vacancy in the position, the Council shall make the appointment.
