§ 4-1402. Delgado Albania Plantation Commission.

    Composition. There shall be attached to the Department of Property Management the Delgado Albania Plantation Commission. The Commission shall consist of five persons domiciled in and electors of the City who shall have had experience in the management and operation of sugar plantations or related activities. The Director of Finance shall be an ex-officio member of the Commission. The Mayor shall appoint the members with the approval of the Council for terms of five years, so arranged that the term of one member shall expire each year.

    (2)

    Functions. The Commission shall:

    (a)

    Provide for the administration, operation and maintenance of the Delgado Albania Plantation.

    (b)

    See that all expenditures authorized for the operation, maintenance and development of the plantation are made in accordance with the provisions of this Charter.

    (c)

    Have authority, with the approval of the Council, to borrow money to produce crops, and mortgage and pledge as security thereof, the crops and chattels of said plantation.

    (d)

    Transmit annually to the Board of City Trusts for the account of the Delgado Community College and its successor such portion of the income of the plantation as may be fixed by the Council.

    (3)

    Manager. The Commission may appoint a manager who shall be its executive officer and who shall serve as its pleasure.
