§ 98-37. Park plan.

  • The mobile home park shall conform to the following requirements:

    (1)

    The park site must be properly graded in accordance with the building code to insure proper drainage and complete freedom from standing pools of water.

    (2)

    Individual mobile home sites shall meet the requirements of the comprehensive zoning ordinance and shall be assigned a designated address.

    (3)

    All mobile home sites shall abut upon a park roadway.

    (4)

    All mobile home sites shall abut upon a park roadway. All entrance driveways at the property line of a mobile home park or court shall not exceed 25 feet in width. The paving shall be in accordance with the following specifications: Eight inches reinforced concrete with strength of 3,000 pounds, 28 days. All service alleys, roadways, and walkways within the park or court shall not be less than 25 feet in width to provide adequate circulation for vehicles, and shall be paved in accordance with the following specifications: Six inches compacted shell with one-and-one-half-inch bituminous base course and one-inch bituminous wearing surface; or six inches reinforced concrete with strength of 3,000 pounds, 28 days; and with proper expansion and contraction joints. They shall be well marked in the daytime and lighted at night (with 100-watt lamps at intervals of 100 feet located approximately ten feet from the ground).

    (5)

    Each park serving dependent mobile homes or trailers shall provide service structures to house toilet, bathing, laundry and other sanitary facilities. Service buildings shall comply with the following minimum standards and provide the following minimum facilities:

    a.

    Each service building shall be of permanent construction, in accordance with the applicable codes of the city. The interior surfaces shall be constructed of moisture resistant material which will permit frequent washings and cleaning and disinfecting, as necessary, without excessive deterioration.

    b.

    Each service building as well as its approaches shall be brightly illuminated at all times.

    c.

    All rooms within a service building shall be well ventilated and all openings shall be effectively screened.

    d.

    Service buildings shall have adequate heating facilities to maintain a temperature of 70 degrees during cold weather.

    e.

    A minimum of one toilet shall be provided for every ten females; one toilet and one urinal for every ten males; and two lavatories and two showers for each sex for every two-acre site.

    f.

    Toilet facilities for men and women shall be located in separate buildings or if in the same building shall be separated by soundproof walls.

    g.

    Laundry facilities shall be provided in a separate building and shall furnish a minimum of two laundry trays, with 1½-inch drain; one slop water closet (service sink) 20 by 20 with a two-inch drain, in a separate compartment; one washing machine shall be provided with an additional machine for every ten mobile home sites; one 50-gallon hot water heater shall be provided with an additional 50-gallon heater for every ten mobile home sites to furnish hot water for laundry and sanitary facilities.

    h.

    A minimum of 150 lineal feet of outside clothes line per ten mobile home sites shall be provided adjacent to the service building. One clothes dryer of 12-pound minimum capacity shall be provided with an additional dryer for every four washing machines. All dryers shall be located in the service building.

    (6)

    Playground area must be provided. Each mobile home park shall provide for the common use of the occupants of mobile home sites therein one or more playground areas. No other use may be made of any area designated as a playground. Such playground shall be located so as to be protected from public streets. A minimum of 100 square feet per trailer site shall be provided for such playground area. Provided, however, that the playground area required herein shall be deemed satisfied if the mobile home park is located within 100 feet of a public playground facility or recreational area otherwise available to the public without the payment of any fee or other charge.

    (7)

    Internal streets within the mobile home park as required by the zoning ordinance shall be paved in accordance with specifications set forth in subsection (4) of this section and shall be provided with adequate drainage so as to prevent standing pools of water. The streets shall be maintained by the owner and/or operator of the park.
