§ 86-9. Report on hearings.

The commission, after the completion of any hearing, shall make a report in writing to the mayor and city council setting forth the facts found and its recommendations or decision, as the case may be. At any hearing before the commission or committee a witness shall have the right to be advised by counsel present during such hearings.
