No permit shall be issued by the department of safety and permits which affects a
site or structure in any district or a landmark or landmark site without a certificate
of appropriateness.
(b)
Nothing contained in this division shall prevent the making of any temporary construction,
reconstruction, demolition or other repairs on a landmark, landmark site, or building
in a district pursuant to the order of any governmental agency or court for the purpose
of remedying emergency conditions determined to be dangerous to life, health or property
provided that in cases of demolition, prior notice of such action shall be given to
the commission.
