§ 78-123. Manufactured homes—Compliance with regulations.
(a)
The director shall require that the following provisions are complied with in the construction and operation of new manufactured home parks:
(1)
Over-the-top ties shall be provided at or near each of the four corners of a manufactured home with two additional ties per side. Frame ties shall be provided at each corner of a manufactured home, with five additional ties per side at intermediate points; provided, however, that a manufactured home less than 50 feet in length shall require but four additional ties per side. All components of the anchoring system for a manufactured home shall be capable of carrying a force of 4,800 pounds. Any additions to a manufactured home shall be similarly anchored.
(2)
Should pile foundations be utilized for trailers, the design shall be submitted over the signature of a state-registered civil engineer or a state-registered architect.
(3)
These regulations shall apply in all zoning districts where manufactured homes are classified as permitted or conditional uses, or enjoy legal, non-conforming status under the provisions of the comprehensive zoning ordinance of the City of New Orleans.
(b)
All manufactured homes to be placed within zone A shall be installed using methods and practices which minimize flood damage. For the purpose of this requirement, manufactured homes must be elevated and anchored to resist flotation, collapse or lateral movement. Methods of anchoring may include, but are not limited to, use of over-the-top or frame ties to ground anchors. This requirement is in addition to applicable state and local anchoring requirements for resisting wind forces.
(c)
All manufactured homes shall be in compliance with section 78-122.
(d)
All manufactured homes to be placed or substantially improved within zone AE on the community's FIRM shall be elevated on a permanent foundation such that the elevation of the structural "I" beam is at or above the required minimum elevation as established by this article; and shall be securely anchored to an adequately anchored foundation system in accordance with the provision of this section.
