§ 70-801. Purpose.

The purpose of this article is to ensure that when taxpayer-funded benefits are extended by the city to private business, they are used in a way that benefits the city as a whole, by creating jobs that keep workers and their families out of poverty as one of the core purposes of the extension of the city funding, and that the city's minimum classified pay rate is not circumvented through privatization of functions that could be feasibly be performed by city employees.
