The office of workforce development, or its successor, shall have primary responsibility
for general oversight, administration, compliance, monitoring and enforcement of this
division. The office of workforce development, or its successor, shall provide employee
recruitment, referral, and placement services to prime contractors and their subcontractors
in fulfillment of an applicable contract.
