§ 70-407. Economic development advisory committee.

  • (a)

    Composition. The economic development advisory committee shall be composed of 11 members, each of whom shall be domiciled in and an elector of the city and shall have training and experience in at least one of the following fields: economic development, business administration, finance, banking, personnel training, or business management.

    (b)

    Appointment. The economic development advisory committee shall be appointed as follows:

    (1)

    The New Orleans Chamber of Commerce; the New Orleans Regional Black Chamber of Commerce; the Collaborative Community Initiative, INC.; the Hispanic Chamber of Commerce of Louisiana; and the Asian Chamber of Commerce of Louisiana shall each submit to the mayor a list of three nominees.

    (2)

    The mayor with the approval of the city council shall appoint 11 members to the advisory committee. Eight appointments shall be from the nominees submitted by the entities named in subpart 1, with at least one nominee of each entity being appointed. Two members shall be the exclusive appointees of the mayor, subject to city council approval. One member shall be the exclusive appointee of the city council.

    (3)

    The terms of the committee shall commence January 1 of each year and end on December 31 of the same year. Each committee member may be reappointed. Any vacancy on the committee shall be filled in the manner of the initial term, and such appointments shall be for the remainder of the unexpired term.

    (c)

    Ethics. The economic development advisory committee shall be governed by the provisions of the state code of ethics regarding membership on the committee by directors, officers, or employee groups or organizations who might wish to submit proposals for appropriations from the economic development fund.

    (d)

    Staffing. The economic development advisory committee shall be staffed by the mayor's office, which may hire additional and necessary professional assistance to conduct a cost/benefit analysis and audit of each project and to facilitate the development of the advisory committee's recommendations.

    (e)

    Recommendations for appropriations. The economic development advisory committee shall advise and assist the mayor by making recommendations for appropriations from the economic development fund. While preparing its recommendations, the economic development advisory committee shall take into consideration the goals and objectives of the economic development agency which represents the city. The committee shall propose specific projects to be undertaken and shall state the amounts of money to be used for each project.
