§ 54-3. Authority to create and define crimes.

(a)

The city shall have the right and power to create and define crimes pursuant to the authority granted to it by virtue of the constitution and laws of the state.

(b)

This power to create and define crimes shall be exercised in accord with the grant of authority contained in the home rule charter of the city.
