After the passage of parades of carnival societies of the city during the Mardi Gras
season, it shall be unlawful for any person in charge of a vehicle, horse, or vending
contrivance to personally park, stop or loiter in such a manner as to obstruct the
passage of movement of sanitation vehicles or street sweepers of the city on the line
of route from curb to curb.
