No person shall engage in the business of private detective, for hire or reward, or
conduct a detective agency for hire or reward, or advertise as a private detective
agency, or shall engage in the business, for hire or reward, of furnishing or supplying
of information as to the personal character of any person or as to the character or
kind of business and occupation of any person, or own or conduct a bureau or agency
for such purposes, without first having obtained a permit to do so from the department
of police.
