At any sale by public outcry to be conducted pursuant to this division, the person
conducting such sale by public outcry shall, prior to offering the goods for sale,
announce in a loud, clear voice, the identifying inventory number of each article
and shall again, immediately after it is sold, announce its identifying number, and
state the amount for which the item was sold.
