§ 30-131. Application.
All applications to conduct a sale at auction hereunder shall be addressed to the director of the department of finance. Such application shall set forth:
(1)
The full name, residence address and business address of the applicant.
(2)
The character of business the applicant has been engaged in for two years prior to the application.
(3)
Whether the proposed auction is to be held at the applicant's regularly established place of business and where his business has been operated for at least one year prior to the filing of such application.
(4)
The name, address and occupational history of each person who will participate in the sale.
(5)
A statement as to whether any additions to the stock or merchandise to be sold at the auction have been made within a period of 90 days prior to the filing of the application.
(6)
A statement to the effect that from the time of filing the application until after the end of the sale the applicant will not make any addition or permit any additions to be made to the stock as set out in the inventory attached to the application.
(7)
A statement to the effect that the applicant will not permit merchandise other than that described in the inventory to be stored, placed at or permitted to be in or on or to be sold or offered for sale at the premises where the auction is to be held, whether such merchandise be his own or that of another person.
(8)
A statement as to whether or not the applicant has conducted or caused to be held any sale by auction within a period of five years prior to the filing of the application and, if so, a brief description of the character of such other auction and of the place where it was held.

A statement as to whether the applicant has owned or conducted, within a two-year period prior to the filing of the application, either singly or in combination with others or as a principal shareholder, any store or other place of business other than the one mentioned as his regular place of business in the application and, if so, the character of business operated.
(10)
The purpose for holding the proposed auction.
(11)
A statement that he and all others participating in or conducting the sale will truly and correctly represent at all times to the public attending the auction the actual facts in respect to the quality and manufacture of the items offered for sale and that he will not place fictitious price tags on such items.
(12)
A statement as to whether the applicant or any other person he proposes to use as auctioneer or other employee at the proposed auction has been convicted of any violation of this article since October 15, 1955.
