§ 30-40. Lease by telephone or telegraph company of right to use conduit in street.
Any telephone or telegraph company having a franchise from the city to use its streets and having laid in the city conduits in which are placed wires and cables may lease any part or portion of such conduits which belong to it, to any other telephone or telegraph company if the telephone or telegraph company leasing such conduit or part thereof has also a franchise from the city to use its streets and lay conduits therein. But such lease may be made only upon written permission from the director of the department of finance.
