§ 26-4. The Neighborhood Conservation District Advisory Committee.

  • (a)

    Pursuant to Section 3-127 of the Home Rule Charter of the City of New Orleans, the Neighborhood Conservation District Advisory Committee (NCDAC) is hereby established as an advisory committee, whose purpose shall be to advise the city council relative to applications for permits to demolish existing structures located within the NCD.

    (b)

    The initial appointment of the NCDAC as an advisory committee shall commence on October 1, 2014, and end on June 30, 2015. Annual renewals, in accordance with Section 3-127 of the Home Rule Charter, may be accomplished by city council motion.

    (c)

    The function of the NCDAC shall be limited to counsel and advice. The city council may cause its employees to advise, support, or staff the NCDAC, and pay, from appropriations to the city council, NCDAC expenses, if there are any. The NCDAC shall be aided, upon requests relative to specific applications, by the department of safety and permits and the historic district landmarks commission.

    (d)

    The NCDAC shall be composed of eight community representatives, one to be appointed by each councilmember and one to be appointed by the mayor, and one representative from each of the following city entities: the department of safety and permits, code enforcement, the historic district landmarks commission, the city planning commission, and the department of health. Each of the five community representatives to be appointed by the district councilmembers shall be domiciled within the respective council district from which he or she has been appointed, and all community representatives shall be domiciled in Orleans Parish, approved by the city council, and chosen, as far as possible, from any existing historical societies, archaeological associations, preservation groups, architectural associations, cultural organizations or educational groups. The terms of the committee members shall commence on July 1 of each year and end on June 30 of the following year, and each committee member may be reappointed by city council motion. Vacancies on the commission shall be filled for the remainder of the unexpired term(s).
