A CPNC shall be issued for buses or limousines only after a written application is
filed with the department of safety and permits, a public hearing is convened, due
notice is given to the applicant as well as to all competing companies stating that
they might appear as intervenors, and a finding is reached by the director of the
department of safety and permits that public convenience and necessity require the
issuance of a certificate to the applicant. This section shall not apply to an applicant
for a CPNC for a school bus.
