§ 158-831. Obstruction of water meters.

  • (a)

    Restrictions. It shall be unlawful for any person to encumber, obstruct or cause to be obstructed any water meters as hereinafter defined. Obstruction of water meters is the dumping, depositing, throwing or storing in or on any water meter in the city of any trash, garbage, refuse, debris, wreckage or parts of a motor-driven vehicle or any other object, article or substance which might have the effect of obstructing or interfering with the inspection of water meters.

    (b)

    Penalty. The sewerage and water board shall have the authority to notify any person found violating this section with such notification to be by hand-delivered notice when possible or by registered or certified mail. Any person receiving such notification shall have 48 hours from receipt of the notice to correct the violation named herein or be subject to a fine of not less than $100.00 nor more than $300.00. Should the violation remain uncorrected for longer than 48 hours following receipt of the notice, then the sewerage and water board may remove or cause to have removed any obstructions that it deems necessary to correct the violation; and the violator shall be responsible to the sewerage and water board for payment of all cost associated with the removal of the obstruction. Any such obstructions removed in accordance with the provisions of this section shall be deposited into any public garbage, trash or other disposal area.
