§ 158-791. External program costs and effects.

  • The costs and effects of each program design, other than those identified pursuant to sections 158-789 and 158-790, shall be identified, described, and, where feasible, quantified. This description shall address at a minimum the expected net effects of the program on:

    (1)

    Air quality, water quality, and other measures of environmental protection; including the impact of resource options on the providers of said options, e.g., utilities, contractors, equipment and material suppliers and design professionals;

    (2)

    Public health and safety;

    (3)

    Employment and personal income levels in the parish;

    (4)

    The competitiveness and health of the marketplace economy in the parish;

    (5)

    The degree to which the program has the potential to reach maximum market penetration of cost-effective demand-side resources.
