The chief administrative officer, pursuant to section 4-302 of the home rule charter, shall adopt, promulgate, and implement rules, regulations,
and internal administrative procedures to ensure that all the provisions of this article
are applied and complied with by all city officials, departments, boards, and agencies
to the fullest extent practicable.
