A motion for a postponement or continuance shall be only for good cause shown and
shall, if possible, be made in writing, shall be filed with the clerk prior to the
date set for hearing, and shall set forth under oath the specific grounds upon which
it is based. The motion may be granted by the president or, in his absence, by the
vice-president, or in the absence of both, by any three councilmembers, or the presiding
officer provided for under section 158-432, provided that once an application has actually proceeded to a hearing, pursuant
to the notice issued thereon, no postponement or continuance shall be granted without
the consent of the council.
