Pleadings filed before the council under this article shall be subject to classification
as applications, protests, petitions, complaints, answers, prehearing orders, replies,
and motions. Regardless of any error in the designation of a pleading by the pleader,
it shall be accorded its true status in the proceeding in which it is filed.
