The purpose of the rules contained in this article, which are adopted under the authority
of chapter 16 of article IV of the home rule charter of the city, is to provide for a single, orderly
and efficient system of procedures before the council to govern matters over which
the council has supervision, regulation and control or the power of investigation
in its capacity as a public utility regulatory body or franchise regulator, or both,
to the end that justice may be served, the public interest and welfare may be protected,
and the determination of causes may not be unduly delayed. These rules shall be liberally
construed, with a view towards the purpose for which they are adopted.
