The purpose of this article is to ordain standard filing requirements, to establish
filing fees and supplemental fees and to define the specific financial, statistical
or other information required to be filed in support of an application by a public
utility, including a gas, heat, power, and/or electric utility regulated by the council,
for a change in tariff schedules or rates charged. It is intended that such standard
filing requirements shall be liberally construed to permit the council to perform
a thorough analysis of all applications and shall be further liberally construed to
promote the maximum public disclosure of all information relevant to any application
governed by this article.
