§ 154-923. Places where stopping or parking is prohibited; no signs required.

  • (a)

    No person shall stop or park a vehicle or other conveyance, except when necessary to avoid conflict with other traffic or in compliance with the law or directions of a police officer or traffic-control device, at any of the following places:

    (1)

    On a sidewalk, except as otherwise permitted in this article;

    (2)

    In front of or within three feet of the curb return in a public or private driveway, wheelchair ramp or bicycle ramp unless authorized to do so by the owner or lessee of the property to which the driveway, wheelchair ramp or bicycle ramp leads. Upon registry of a complaint with the parking division of the streets department by the owner or lessee of the property to which the driveway, wheelchair ramp or bicycle ramp leads, any authorization deemed to have been given shall be deemed revoked and upon election of the qualified complainant, parking tickets shall be issued or vehicles towed by the parking division of the streets department or the police department for violating this subsection;

    (3)

    Within an intersection;

    (4)

    Within 15 feet of a fire hydrant;

    (5)

    On a crosswalk;

    (6)

    Within 20 feet of a crosswalk or an intersection, or between a crosswalk or an intersection and a marked stop line or yield line; the 20-feet measurement from an intersection is to be measured from the point closest to the intersection at which a 90-degree angle can be drawn. For purposes of this section, the term "stop line" shall mean a solid white pavement marking line extending across the approach lanes to indicate the point at which a stop is intended or required to be made, and the term "yield line" shall mean a row of solid white isosceles triangles pointing towards approaching vehicles extending across approach lanes to indicate the point at which the yield is intended or required to be made;

    (7)

    Within 20 feet upon the approach to any flashing beacon, stop sign, yield sign, or traffic control signal located at the side of a roadway;

    (8)

    Within 50 feet of the nearest rail of a railroad crossing;

    (9)

    Within 20 feet of the driveway entrance to any fire station;

    (10)

    Alongside or opposite any street excavation when stopping, standing or parking would obstruct traffic;

    (11)

    On the roadway side of any vehicle stopped or parked at the edge or curb of a street or any on-street bicycle parking area;

    (12)

    Upon a bridge or other elevated structure upon a highway;

    (13)

    Within a highway tunnel or underpass;

    (14)

    Alongside a neutral ground curb. The provisions of this subsection shall not apply to the north curb face of the center of Dublin Street between Hampson and Maple Streets in the seventh municipal district of the city, including the east and west curb face of the center of Terpsichore Street between Prytania and Coliseum Streets in the First Municipal District. However, these provisions shall only apply to the east and west curbs of Eton Street between MacArthur Boulevard and Berkley Drive in the Fifth Municipal District on Mondays through Fridays during the hours of 7:00 a.m. through 5:00 p.m.;

    (15)

    Any place where parking will obscure or obstruct visibility of any traffic control device;

    (16)

    Upon the travelled portion of any roadway except to yield to other traffic, or as directed by a signal or sign, or as directed by a police officer;

    (17)

    Within a bicycle lane; or

    (18)

    Upon a shared-use trail or upon or within 20 feet of a shared-use trail crossing of a roadway.

    (b)

    No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such distance as is prohibited.
