§ 154-861. Normal parking on roadway.
(a)
No person shall stand or park a vehicle on a roadway, other than parallel with the edge of the roadway, headed in the direction of lawful traffic movement and with the right hand wheels of the vehicle within 18 inches of the curb or edge of the roadway, except as otherwise provided in this article.
(b)
Notwithstanding subsection (a), a person may stand or park a vehicle on a roadway parallel with the edge of the roadway headed in the opposite direction of lawful traffic movement and with the left hand wheels of the vehicle within 18 inches of the curb or edge of the roadway solely when a section of the roadway is officially closed to traffic such that there is only one ingress and egress to the roadway where the vehicle is stood or parked. This subsection shall apply only to the section of the roadway between the point that it is officially closed to traffic and the point of the next traversable intersection. A roadway shall be deemed officially closed to traffic only if the closure is one properly permitted by the city. This subsection shall not apply to any roadways that have been permanently designated as one-way.
(c)
The city council may, after special engineering study, affirmation and recommendation by the city traffic engineer, designate locations where angular parking will be allowed. Such locations will be so signed, and no other type of parking will be permitted. The following locations are designated by the city council for angular parking:
