§ 154-242. Display of unauthorized signs, signals, or markings.
(a)
No person shall place, maintain or display upon or in view of any highway any unauthorized sign, marking or device which:
(1)
Purports to be or is an imitation of or resembles an official traffic control device or railroad sign or signal;
(2)
Attempts to direct or restrict the movement or parking of vehicles;
(3)
Hides from view or interferes with the effectiveness of any traffic control device or railroad sign or signal; or
(4)
Creates a sight obstruction or in any other manner interferes with the safe movement of traffic.
(5)
Is mobile in nature and contains lights, advertising, or other images directed at any portion of the traveled roadways and which cause glare or impair the vision of the driver of any motor vehicle or any pedestrian, or which otherwise interfere with any driver's operation of a motor vehicle are prohibited.
(b)
No person shall place or maintain, nor shall any public authority permit upon any highway any sign or signal bearing thereon any commercial advertising, with the exception of:
(1)
Any and all advertising signs located on any transit waiting station approved by the council;
(2)
Name and logo of owner and any sponsors of a public self-service bicycle rental service on its public self-service bicycle rental stations.
(c)
This section shall not prohibit the erection upon private property adjacent to highways of signs giving useful directional information and of a type that cannot be mistaken for official signs.
(d)
Every prohibited sign, signal or marking is hereby declared to be a public nuisance and the superintendent of police may remove it or cause it to be removed without notice.
