§ 14-226. License fees generally.
(a)
There is hereby levied, for general municipal purposes, a license fee of 2.26 percent on the total daily betting pool, on each person, association, corporation, or other entity conducting a race meeting within the parish.
(b)
The license fee imposed under this section shall become the property of the city upon the placing of a wager on a race meeting within this parish.
(c)
The license fee levied under this section shall be due and payable monthly on the 20th day of each month.
(d)
For the purpose of ascertaining the amount of the license fee payable under this section, all persons, associations, corporations, or other entities conducting race meetings within the parish on or before the 20th day of each month, shall transmit to the director of the department of finance, upon forms prescribed and furnished by him, returns showing the gross amounts wagered during the preceding calendar month. Such returns shall show such further information as the director may require to enable him to correctly compute and collect the fee herein levied. Each return shall be signed by the race conductor filing it and his signature thereon shall constitute a warranty on his part that, to the best of his knowledge and belief, it is true and correct. Every race conductor, at the time of making the return required hereunder, shall compute and remit to the director the required fees due for the proceeding calendar month and failure to do so shall cause such fee to become delinquent. Should any return be prepared by a person other than the race conductor, such person shall also affix his signature thereto and warrant the correctness thereof.
