No person shall impede or obstruct the flow of water in any gutter, canal, pipe or
other conduit used for draining within the limits of the city. Utility companies and
private contractors or developers must remove in a timely manner any debris, concrete,
roofing material, etc., related to any project they may be working on, from any storm
drains and lateral lines throughout the city.
Anyone who violates this provision shall be subject to a $500.00 fine and/or up to
six months in jail.
