In addition to any other bonds or fees required in this chapter, any person conducting
work, such as excavation or demolition, that would require the marking of utility
systems on any roadway, pavement, sidewalk, banquette or any public right-of-way located
within the city shall furnish a good and solvent surety bond, in solido, in favor
of the department of public works, satisfactory to the director of the department
of public works at $500.00 for each block face or each 300 feet, up to a maximum of
$5,000.00 to guarantee the faithful performance of all obligations of that person,
set forth in this division or promulgated by the department of public works. The bond
requirements set forth herein shall not apply to any governmental agencies.
