§ 146-439. Blanket permit.

  • Where cuts are made by a public utility company operating under a franchise or indeterminate permit issued by the city or where the utility is operated by a governmental agency, the director of the department of public works may issue a blanket permit to any such utility. Such blanket permit shall be issued for a period of no more than one year and may be renewed on an annual basis. Such utility shall provide a one-time, nonrefundable blanket permit application fee of $10,000.00. Such utility shall also be required to provide an annual deposit of $50,000.00; but any remaining deposit balance shall offset the following year's required deposit. The recipient of a blanket permit shall be liable for the cost of any work required to restore the cut area to the same or better condition. Failure of the utility to pay the bill within 30 days of presentation or failure to otherwise conform to the requirements of this division shall constitute cause for forfeiture of their deposit or revocation of privileges extended under blanket permit. The grantee must notify the director of the department of public works as directed, as to the location and extent of each cut made under this blanket permit so that proper supervision can be exercised.
