§ 122-2. Railroad trains and streetcars prohibited from blocking the streets.
It shall be unlawful for the directing officer or the operator of a railroad train or streetcar to direct its operation or to operate it in such a manner as to prevent the use of any street for purposes of travel by vehicles or pedestrians as follows:
(1)
For a period longer than five minutes by a stopped train or a switching operation.
(2)
For a period longer than ten minutes by any movement other than in subsection (1) of this section.
(3)
For a period longer than ten minutes cumulatively of any one hour period between the hours of 7:30 a.m. to 9:30 a.m. and 4:00 p.m. to 6:00 p.m. of any day except Saturdays, Sundays and legal holidays observed by either federal, state and city laws.
