The city council shall possess the power to terminate the system, in whole or in part,
or to permanently discontinue contributions hereto. In either event, the rights and
benefits of affected members and their beneficiaries and annuitants accrued as of
the date of such termination or discontinuance shall be nonforfeitable, the affected
portion of the trust shall be allocated to fund such rights and benefits, and any
excess remaining after such rights and benefits have been fully funded shall be returned
to the applicable employer.
