§ 110-221. Permit for soliciting advertising contracts for a publication.
(a)
It shall be illegal for any person to solicit advertising contracts in any publication without permission of the director of the department of finance previously obtained, which permission shall only be granted when satisfactory evidence has been presented to him of the legitimate character of such publication and that the person thus soliciting is authorized to do so by the owner or duly accredited representative of such publication.
(b)
Violations of this section shall be punishable by a fine not exceeding $25.00 or imprisonment not exceeding 30 days, or both, at the discretion of the court.
