§ 106-300. Hours of operation.
City Park shall be open to the public daily from one-half hour before official sunrise to one-half hour after official sunset, at which time all persons must vacate City Park premises. Harrison and Filmore will remain open through City Park. The areas to be vacated are bounded by Wisner, Marconi and up to, but not including, Harrison and City Park Avenues and public areas from Harrison to Robert E. Lee.
(a)
Overnight parking, walking, sleeping, and camping by individuals or groups is prohibited within the confines of City Park except upon special written permission obtained from City Park management.
(b)
Any person found one-half hour after official sunset in areas other than those outlined herein for occupancy one-half hour after official sunset or without special written permission shall be considered to be disturbing the peace by their presence in such areas and shall be presumed to be doing damage to the grass, foliage, and other property of City Park.
(c)
Exceptions to (b) above include special events extending beyond hours such as football games in the stadium, the softball complex, or at New Orleans Museum of Art (NOMA), or activities being held at Christian Brothers School, or any other recognized City Park facility as specified by City Park management. Persons attending such events are required to vacate City Park premises within 30 minutes of the end of any such event. Employees and patrons of Morning Call Coffee Stand, open 24 hours per day, seven days per week and located in the Casino Building on Dreyfous Avenue, are also excepted from (b) above while travelling to or from the facility and while found within the facility.
(d)
Golfers are permitted in the immediate vicinity of the Golf Club House if waiting for an early morning tee-off assignment.
(e)
Boy and Girl Scouts of America may use Scout Island or other areas designated by City Park management provided they are under the direct supervision of adult Scout leaders and upon prior reservation.
(f)
When Tad Gormley Stadium and the Marconi Meadow area are not scheduled for other events, groups with proper bedding facilities in portable trailers, campers or mobile dwellings may be permitted, upon proper application to City Park management, to occupy such enclosed areas overnight. Such groups must (1) comply with Group Rules relative to sanitation, (2) post liability insurance as outlined by the City Park Chief Executive Officer, and (3) provide sanitary, water, and electric facilities at the users' expense. Such groups are required to notify the City Park Superintendent of Police of the number of participants in their group and the date of their arrival and departure.
