No person shall prevent, delay or interfere with the parkway and park commission or
its employees in the planting, pruning, spraying or removal of a tree, shrub or plant
in a public highway, neutral ground, park, place, triangle or sidewalk or in the removal
of stone, cement or other substances about the trunk of a tree.
