The department of recreation may govern, manage and direct the playgrounds on St.
Roch Avenue, on Annunciation Square or Park, in Burke Square or Park, and in Soraparu
Park, lay out and regulate them, install such apparatus as may be required for the
pleasure and enjoyment of children, pass rules and regulations for the government
of such playgrounds not inconsistent with law and city ordinances and generally to
do all things in regard to such public playgrounds, the ornamentation and beautifying
of them and the installation of the necessary appurtenances for the health, pleasure,
instruction and enjoyment of children.
